Karnataka budget highlights; What is federalism?

Recently, Piyush Goyal, Finance Minister of India announced the budget 2019 for India. Today, Karnataka Chief Minister HD Kumaraswamy Gowda announced the budget for Karnataka State. Why every state in India have their own budget apart from the centre budget? That is because India has adopted Federal form of government with Unitary features.

What is Federal form of government:

India is a big country in terms of geography and population. Can Prime Minister of India, being in New Delhi, administer and understand the requirements of people staying in South, East or West of India? It is not possible.

So, India is divided into 29 States and each State’s head/chief minister will govern the concerned State. The governance of the nation is divided and distributed. In federal form of government at Centre we have Prime Minister governing the nation and at State government we will have state head/Chief Minister governing the State.

Both centre and state are autonomous within their own spheres as allotted by the Constitution of India and both are equally subject to the limitations imposed by the Constitution of India.

Karnataka Budget Highlights:

Education

  • Government allots Rs 1,200 crore for the development of government school and colleges
  • Common Entrance Test (CET) will go online
  • The Honorarium of the Asha workers will be raised by Rs 500 from November
  • 10 days training to 1 lakh teachers under ‘Guruchethana’ programme.
  • Grant of Rs.1 crore for digitization of S.S.L.C evaluation centres.
  • “Spardha  Kali”  scheme  to  bring  out  hidden talent in Government High School students and to enhance their talent and competency and to prepare them for healthy competition and giving a special training and guidance. A grant of Rs.1.5 crore for awarding ‘Prathibha Puraskara’ to 20 top students scoring highest marks in National Talent Search Examination from every education district in the State.
  • Government to organise mini olympic games 2019 to encourage children in sports between the age of 13-15 years old
  • Modernization of infrastructure in schools; Construction of 1500 new class rooms, up-gradation of 5000 class rooms, Distribution of learning equipments to 1000 schools and appointment of one Estate Manager for the maintenance of school buildings.

Agriculture:

  • Rs 12650 crore allotted to crop loan waiver scheme
  • Rs 145 crore allotted on Israel model of Agriculture
  • Rs 35 crore on Organic farming
  • The budget also offers growers of minor millets with a cash incentive of Rs 10,000 per hectare under “Raitha Siri” scheme

Bruhath Bengaluru Mahanagara Palike

  • Rs 9 crore to develop parks in cities
  • Rs 1.2 lakh crore on Bengaluru development
  • Rs 1600 crore for rejuvenation of lakes in Bangalore
  •  5 lakh street lights in Bengaluru to be changed to LED in a phased manner
  • Government proposes to revise Information Technology (IT) Policy

In an effort to attract investments in the Tier-2 and Tier-3 cities, the state government proposes to revise Information Technology (IT) Policy. Helping of Startups in Bengaluru City area by strengthening the “Incubation Centre” has been proposed.

A fully equipped K-Tech innovation hub is set up at Tumakuru at a cost of Rs.7 crore to encourage budding entrepreneurs.

  • Bengaluru’s high streets Brigade Road and Commercial Street will be converted into pedestrian roads.
